Abstract

[fre] La question des frontières dépend de l’idée que l’on se fait de la vocation de l’Union européenne. À cet égard, deux thèses sont en présence : l’Europe-espace entendue comme un ensemble extensible de pays entretenant des relations pacifiques au sein d’un marché commun, et l’Europe-puissance fondée sur l’idée d’une communauté homogène et politiquement active dont les pouvoirs sont démocratiquement légitimés par les citoyens. C’est cette seconde conception qui a inspiré le projet des pères fondateurs et qui rend donc indispensable la définition des frontières ultimes de l’Union que les dirigeants européens ne peuvent plus éluder. . The question of defining Europe’s borders depends on what one considers the European Union’s purpose to be. There are currently two predominant approaches : Europe as a physical area, i. e. an expandable group of countries maintaining peaceful relations within a common market, and Europe as a power, i. e. a coherent and politically active community whose authority is derived democratically from its citizens. The latter was in fact the vision that inspired the founding fathers and which today makes the definition of the Union’s permanent borders all the more imperative for European leaders, who can no longer afford to skirt the issue. .
