[fre] Cet article décrit tout d’abord la répartition et l’évolution du financement et de l’investissement des collectivités locales françaises. Puis, il tente d’analyser la stratégie financière des collectivités locales au cours des dernières années. Enfin, il revient sur les nouvelles pratiques de gestion de la dette et de l’emprunt utilisées par les collectivités locales. . This article first presents the sharing out and the evolution of the financing and the investment of French local governments. Then, it tries to analyse the financial strategy of local governments for the last years. Finally, it deals with new practices of debt management and local borrowing used by local authorities. .
