Principe de précaution, prévention et assurance

Abstract

[eng] Traditionally, prevention aims to reduce the probability of risk happening and insurance aims to reduce financial consequences of this risk. The precaution’s principle is a third more collective dimension and aims to reduce harmful effects of more or less accurate threats. This article presents new risk’s definitions like disastrous risk which tries to better describe this threat’s idea. The author wonders about pessimistic thoughts of progress which involve the spread of precaution’s principle. At last, he analyses cumulative effects of thought of risk’s imperfections before describing its effects on the insatiable demand for security and the limits it involves for public policy. . JEL classification : G22 [fre] Si classiquement, la prévention vise à réduire la probabilité d’occurrence d’un risque et l’assurance à réduire les conséquences financières de ce risque ; le principe de précaution se situe sur une troisième dimension plus collective et vise à réduire les effets néfastes de menaces plus ou moins précises. Cet article introduit de nouvelles définitions du risque, comme celle du risque catastrophique, qui essayent de mieux représenter cette notion de menace. Puis, l’auteur s’interroge sur la vision pessimiste du progrès qui préside à la généralisation du principe de précaution. Enfin, il analyse les effets cumulatifs des imperfections de la notion de risque, avant d’évoquer ses effets sur la demande insatiable pour la sécurité et les limites qu’elle entraîne pour l’action publique. .
