La tarification à l’activité : première année de mise en œuvre

Abstract

[fre] La tarification à l'activité basée sur les groupes homogènes de malades (GHM) constitue une réforme ambitieuse du mode d'allocation de ressources des établissements publics et privés visant à une meilleure équité des dotations entre établissements et une plus grande efficience de l'activité hospitalière. Des réformes de même nature ont été engagées dans de nombreux pays occidentaux ou sont en cours de déploiement. La spécificité française est de chercher en outre à rapprocher les modes de financement des secteurs public et privé. La réforme va connaître une mise en place progressive sur plusieurs années afin d'éviter des effets trop brutaux et permettre aux établissements de s'adapter. Un dispositif d'évaluation est mis en place pour en observer les impacts et maintenir les outils (classification, étude de coûts...). .
