Abstract

[fre] Le coût des attentats du 11 septembre 2001 est estimé à environ 40 Md$ pour les seuls risques assurés. Cette catastrophe sans précédent soulève non seulement des questions fondamentales de politique, mais aussi des interrogations sur les capacités et les mécanismes de mutualisation des risques. Cet événement dramatique a révélé une dimension nouvelle du terrorisme international, de sorte qu'il est presque impossible de couvrir ce risque selon les voies commerciales standards. L'intensité des conséquences associées à l'hyper-terrorisme, qui contribue à replacer le risque au centre des débats de société, exige désormais des solutions reposant davantage sur une solidarité de place avec le soutien de l'État dans un rôle de réassureur de dernier ressort. . The overall cost arising from the 11th September terrorist attacks on the World Trade Center is estimated at about US$ 40 billions for the insurance industry. This unprecedented catastrophe not only raises fundamental political question, but also questions on capacity and the mechanisms for covering the risk. This dramatic event revealed a new dimension of international terrorism, a kind of risk which is almost impossible to cover using standard commercial methods. The best way to cope with this new dimension of terrorism seems to be to establish a partnership within the insurance industry and with the government to serve as the reinsurer of last resort. .
