[fre] Face aux besoins considérables d’équipements d’infrastructure dans les pays développés ou en voie de développement et compte tenu des ressources limitées des états et collectivités publiques pour les satisfaire, le secteur privé est de plus en plus sollicité pour prendre en charge leur réalisation, la construction du tunnel sous la manche étant probablement l’exemple le plus spectaculaire de cette évolution. La déception des investisseurs privés qui ont investi à l’origine dans ce projet conduit Patrick Ponsolle, Président exécutif d’Eurotunnel à considérer que peu de projets d’infrastructure peuvent en réalité relever d’un pur financement privé et que le développement futur de celui-ci repose sur le montage de partenariats public-privé. Ces partenariats public-privé supposent une mobilisation accrue des financements d’origine publique, sous une forme budgétaire, économiquement efficace et « politiquement » équitable, une clarification du rôle de chacun ainsi qu’une redéfinition du partage des risques et profits. In the face of an ever-increasing need for Infrastructure projects, whether it be in Western or Third World countries and taking into account the limited public resources available to satisfy these needs, there is a palpable trend towards the private sector progressively becoming involved in the financing of infrastructure projects, the construction of the Channel Tunnel being, perhaps, the most spectacular example of this evolution. The current financial evaluation of this particular example is one of disappointment for the private investors which has in turn led Patrick Ponsolle, Executive Chairman of Eurotunnel, to conclude that few infrastructure projects can in fact be successfully realized from purely private funds and that the development of public-private partnerships would be the way forward in the future. These public-private partnerships would require a wider mobilization of public funds, in budget form, being both economically efficient and « politically » viable. A clear definition of the role of each sector would be equally important, as well as a redefinition of the share out procedure of risks and profits.
