Abstract
[eng] This article questions over the relevance of free banking regime via the functioning of interbank payment systems. We try to put in evidence some of the deficiencies of this competitive monetary regime in comparison with central banking regime. In this perspective, three steps are distinguished. . First, we examine the liquidity need of commercial banks in different interbank payment systems. Second, we present the main features of free banking. In particular, we stress the mechanisms which are supposed to regulate the money supply in the absence of a central bank. Third, we show why some of these mechanisms make problem. [fre] Cet article a pour objectif de procéder à une évaluation critique du free banking en étudiant le fonctionnement des systèmes interbancaires de paiement. Nous tentons de mettre en évidence certaines des carences de ce régime monétaire concurrentiel en, comparaison d'un régime avec banque centrale. Pour ce faire, notre démarche comporte trois étapes. . Dans une première partie, nous examinons le besoin en liquidité qu'expriment, à travers les systèmes de paiement, les établissements de crédit dans les économies monétaires contemporaines. Dans une deuxième partie, nous présentons les traits caractéristiques du free banking, en mettant l'accent sur les mécanismes censés réguler l'émission monétaire en l'absence de banque centrale. Dans une troisième partie, nous montrons alors pourquoi certains de ces mécanismes posent problème.
