[eng] The IOSCO and the role of stock market : Regulators on market internationalization . The development of the International Organization of Securities Commissions illustrates the need for public supervision of the securities and futures markets. The predecessor of the Organization known today as IOSCO was formed in 1965 to provide a forum for the exchange of views among securities regulators in North and South America. Given the increasing number of observing delegations from Europe, Asia, Africa and the Middle East, full membership was offered to organizations outside the Western Hemisphere in 1984. Today, 114 securities and futures regulatory bodies from around the world comprise the membership of IOSCO, including 70 public regulators. The member organizations benefit from IOSCO in three main areas : exchange of regulatory « know how » ; harmonization of securities regulation and cooperation in enforcement matters. The continuing development of IOSCO reflects the emergence of a definite pattern of governmental supervision of markets. [fre] L'hypothèse retenue dans cet article, consacré à l'Organisation Internationale des Commissions de Valeurs (OICV), est que, loin d'éclipser le rôle de la puissance publique, le développement et l'internationalisation des marchés de valeurs mobilières sont comme un appel renouvelé à l'intervention des autorités publiques, tout en en modifiant considérablement les modalités et les objectifs. L'OICV trouve son origine dans un regroupement constitué en 1965 pour fournir aux régulateurs de valeurs mobilières du continent américain un forum où se rencontrer pour échanger les vues. Etant donné le nombre croissant d'observateurs en provenance d'Europe, d'Asie, d'Afrique et du Moyen-Orient, l'accès à la qualité de membre votant fut ouvert à partir de 1984 à des autorités non américaines. Aujourd'hui, l'OICV compte 114 membres, dont 70 régulateurs publics. Les réalisations de l'OICV peuvent être ramenées à trois grandes modalités : échange de savoir-faire, harmonisation, coopération. Il est ainsi important de signaler, . au niveau international, l'émergence d'un besoin de régulation publique. L'observation de l'OICV permet de penser qu'on assiste, face à ce besoin, à l'émergence corollaire, à l'échelle mondiale, d'un modèle de contrôle public des marchés.
