Abstract

[fre] Face à l'internationalisation des activités bancaires, les autorités de contrôle ont renforcé leur coopération dans le double but d'assurer une surveillance efficace des banques et d'harmoniser les conditions de concurrence. Au niveau international, le Comité de Bâle sur le contrôle bancaire, créé dès 1975, constitue la principale structure de coopération des autorités de surveillance bancaires. Le concordat de Bâle organise la répartition des responsabilités et les échanges d'informations entre contrôleurs des groupes bancaires d'envergure internationale ; il a élaboré pour ceux-ci les normes minimales d'adéquation des fonds propres. Au niveau européen, la réalisation du marché unique bancaire, fondé sur les principes de la reconnaissance mutuelle et de la surveillance par le pays d'origine, s'est accompagnée d'une harmonisation poussée des conditions d'exercice de l'activité bancaire et de réformes institutionnelles favorisant . les échanges d'informations prudentielles, ce qui assure à l'ensemble un fort degré de convergence. L'évolution des marchés et l'essor des conglomérats financiers appellent néanmoins une coopération entre les autorités de surveillance responsables des établissements de crédit, des entreprises d'investissement et des compagnies d'assurance. In the face of banking activity internationalization, regulators have strengthened their cooperation in order to both ensure an efficient banking supervision and harmonize competition conditions. At international level, the Basle Committee on banking supervision,which was created in 1975, is the main cooperation structure for banking supervisors. The Basle concordat organizes the sharing of responsabilities and information exchange among international banking group regulators, for whom it has designed minimal shareholder's equity adequation standards. At European level, the making up of a single banking market, based on mutual recognition and original country supervision principles, has been achieved together with an enhanced organization of banking activity's operation conditions and with institutional changes enabling prudential information exchange. This guarantees a strong degree of convergence. Market developments and financial conglomerates' boom require, however, a useful cooperation among supervisors in charge of credit firms, investment and insurance companies.
