Abstract

[eng] How does technology affect stock markets ? . Changes in information technologies - in the form of increased computing power, greater inter-computer communication capabilities, the explosion in micro-computer use, information digitisation, multi-media - have seen the widespread use of computer technology in over-the-counter markets and on organised stock exchanges. Technology could be instrumental in bringing different market models together, centralising or organising them around market-makers, by allowing certain features to spin off one model onto another. Technology enables transaction costs to be reduced and large volumes of operations to be processed. It raises the critical and problematic question of market security, on regulatory and legal as well as technical levels. It can also call into question the traditional balance of relations between the main categories of actors : the market companies, the jobbers and the investors. [fre] La transformation des technologies de l'information - accroissement de la puissance des ordinateurs et des capacités de communication entre eux, explosion de l'utilisation des micro-ordinateurs, numérisation des informations, multimédia - s'est accompagnée d'une généralisation de l'électronisation des marchés de gré à gré et des bourses organisées. La technologie pourrait être un outil de convergence entre les différents modèles de marché, centralisés ou organisés autour de teneurs de marché, en permettant l'essaimage de certaines caractéristiques d'un modèle vers l'autre. La technologie permet d'abaisser les coûts de transaction et de traiter des volumes considérables d'opérations. Elle renouvelle profondément la problématique de la sécurité des marchés, tant sur le plan réglementaire et juridique que sur le plan technique. Elle peut également remettre en cause l'équilibre traditionnel des relations entre les principales catégories d'acteurs que sont les entreprises de marché, les intermédiaires et les investisseurs.
