[fre] L'environnement, dans lequel s'exerce l'activité des banques, se modifie substantiellement. Ceci résulte de l'effet conjugué de mutations d'ordre macroéconomiques, financières, technologiques ou/et touchant l'offre de services. De plus, un certain tassement des volumes et l'accroissement de la concurrence conduisent à considérer que la période de forte croissance bancaire des années 1960-70 est maintenant derrière nous. Dans ces conditions, il est primordial de bien évaluer la situation. Il est d'autant plus nécessaire de le faire que, sur une période d'une dizaine d'années, un certain nombre d'évolutions touchant l'emploi sont d'ores et déjà perceptibles : tant sur le niveau que sur la structure. En réalité, l'emploi - et, l'activité bancaire, tendent par leurs caractéristiques à se rapprocher, de plus en plus, de l'industrie. Dans cette période d'intenses mutations, l'essentiel est, à mes yeux, de tenir compte de ce que nous pourrions appeler « les effets de rythme ». Pour cela, il convient de réaliser une régulation qui s'appuie sur la négociation avec les partenaires sociaux. Cette négociation devrait pouvoir se nouer utilement sur les deux sujets, essentiels, suivants : la gestion prévisionnelle, concertée, des effectifs à moyen terme (à un horizon de 3/5 ans), la formation. Ces deux points sont indissociables mais le traitement des aspects formation, des personnels actuels comme des nouveaux embauchés, sera déterminant pour permettre qu'une réponse positive soit trouvée à la fois, aux inquiétudes des salariés comme à la mutation de la « nouvelle industrie bancaire » de l'an 2000. [eng] Banking: Employment In the process of change. The environment in which banking activities take place is undergoing substantial change. This is the combined result of macroeconomic, financial and technological transformations affecting the services sector. Slackening volume and increased competition are further indications that the period of vigourous growth in banking activities experienced during the sixties and seventies is now over. In these circumstances, a careful assessment of the situation is of crucial importance, all the more so considering that over the last decade a number of developments affecting the levels and structure of employment have become apparent. In fact, the characteristics of employment within banking, and even banking itself, have increasingly come to resemble those applying in industry. I believe it is essential, in this period of fundamental change, to take account of what we might call the "rhythm effects". This means devising a procedure based on consultation with all those involved. Such consultation should concern itself with two priorities: a concerted and forward-looking programme of personnel management geared to the medium-term (3 to 5 years ahead), and a programme of staff training. Whereas both are essential, the training of current and newly recruited personnel would be decisive in ensuring a positive response both to the concerns of employees, and to the needs of the new banking industry of the year 2000.
