Increasing returns and strategy in a network industry

Abstract

[eng] This paper discusses the strategic issues that arise if a key organizational or production characteristic of firms is that they enjoy increasing returns to scale. Additionally, the economic implications of the returns to scale concept in the context of a network industry are discussed in detail, since a primary characteristic of a network is the engendering of increasing returns to scale. If firms enjoy increasing returns to scale within the context of a network industry, the resultant economies are, indeed, quite substantial. The measurement of firm-level increasing returns has been difficult. A mathematical programming technique which permits such assessment to be undertaken is demonstrated using firms from the local operating sector of the U.S. telecommunications industry as an example to generate organizational increasing returns to scale parameters for specific areas of business for each firm. The specific strategic prescriptions that follow for the telecommunications firms studied from the results that are derived are discussed in detail, especially with regard to the choice that the firms have for expanding their infrastructure and allowing interconnections by other players to the networks that they operate. [fre] Cet article discute les problèmes de stratégies dans les cas dans lesquels l'une des caractéristiques essentielles des firmes est de bénéficier d'économies d'échelle. Plus particulièrement, l'analyse concerne les implications des économies d'échelle dans les industries de réseau, dont une des caractéristiques de base est d'engendrer des rendements d'échelle croissants. Si des entreprises bénéficient de rendements d'échelle dans le cadre d'une industrie de réseau, les économies qui en résultent peuvent être substantielles. La mesure des rendements d'échelle au niveau des firmes s'est avérée difficile. Une technique mathématique de programmation permettant une telle évaluation est appliquée à des opérateurs locaux de l'industrie des télécommunications aux États-Unis. Cet exemple montre comment peuvent être générés des rendements organisationnels d'échelle croissants dans des domaines particuliers d'actualité pour chaque firme. Les prescriptions stratégiques qui en résultent pour les entreprises de télécommunication sont discutées en détail, en particulier en ce qui concerne les possiblités de choix des entreprises d'étendre leur infrastructure et d'autoriser d'autres acteurs à se relier aux réseaux qu'elles gèrent.
