National roots of a « global » economy

Abstract

[eng] National developments are driving changes in the global economy. A "global era" should not be defined as the slow replacement of governments by markets. Rather, it is the powerful expansion of the position of a region (with one nation, Japan, dominant) with rules and practices very different from the system's traditional actors. Two tests of the notions that globalism is driving convergence are presented. The tests suggest that while nations are evolving they are evolving in parallel rather than converging. Finally, we conclude that our global future will be the interplay of national systems. Questions of deep market access, competing social and political values, and the market interactions of differently structured systems will characterize international economic discussion and dispute. [fre] Les développements au niveau des États-nations entraînent des changements dans l'économie globale. L'« ère globale » ne devrait pas être définie comme le remplacement progressif des États par le marché. Il s'agit davantage de la forte expansion relative d'une région (avec une nation dominante, le Japon) ayant des règles et pratiques très différentes de celles des acteurs traditionnels. Deux tests de l'idée selon laquelle la globalisation entraîne la convergence sont présentés. Ces tests suggèrent que les États-nations évoluent en parallèle plus qu'ils ne convergent. En définitive, le futur système global résultera de l'interaction des systèmes nationaux. Ce sont des questions d'accès profond aux marchés, de systèmes de valeurs sociales et politiques concurrents, et d'interactions par le marché de systèmes structurés de manière différente qui alimenteront les discussions et conflits économiques internationaux.
