Industrial organization, international competitiveness and public policy in Latin America in the nineties

[eng] Latin America is now facing a combination of old and new questions related to industrial organization and policy making and there is a growing consensus concerning the fact that "laissez faire" might not be the optimal response to such questions. Microeconomic efficiency and social equity do not seem to come hand in hand with free markets forces.. The purpose of this paper is to examine some of these questions in the context of Latin American long term process of industrialization. The paper also explores the new type of regulatory institutions and economic coordination mechanisms and strategies that might be needed in the years ahead. [fre] L'Amérique latine fait face actuellement, en matière d'économie et de politique industrielles, à une combinaison de questions théoriques traditionnelles et nouvelles. Il apparaît notamment un consensus sur le fait que le laisser faire n'est plus considéré comme la solution optimale aux questions qui sont posées. L'efficacité microéconomique, autant que l'équité sociale ne parait pas aller de pair avec les libres forces du marché.. L'objet de ce chapitre est d'examiner quelques unes de ces questions dans le contexte du lent processus d'industrialisation d'Amérique latine. Il examine également le nouveau type d'institutions de régulations, les mécanismes de coordination économique et les stratégies qui pourraient être souhaitées dans les années à venir.
