Le financement de l'innovation dans les PMI

Abstract

[eng] The aim of this paper is to demonstrate that financial constraints have a strong influence upon innovation in SMEs which face important problems as far as financing is concerned. The first section presents a model illustrating the relationship between financial resources and innovative investments. It shows that the insufficient amount of equities explains the weakness of R&D in small and medium sized enterprises. The second part puts in light the reasons why banks and other financial institutions are not really able to finance innovation. This allows us to insist upon the necessity to take into consideration the length of the innovative process, from the standpoint of the implementation of economic policies aiming at promoting SMEs development. [fre] L'article a pour objectif de présenter l'influence exercée par les contraintes de financement sur l'innovation des PMI qui, dans ce domaine, sont réputées rencontrer de nombreuses difficultés. Dans la première partie est présenté un modèle rendant compte de l'impact d'un manque de ressources sur l'investissement innovant, ce qui conduit à révéler l'importance des ressources propres des PMI dont l'insuffisance apparaît comme l'un des facteurs responsables de la relative faiblesse des dépenses de R&D dans ces entreprises. La seconde section présente les raisons du manque d'efficience des banques et autres institutions financières en matière de financement de l'innovation et conclut à la nécessaire intégration de la dimension temporelle des processus innovants dans la mise en œuvre de politiques économiques spécialement dédiées aux PMI.
