Ruptures ou continuités dans la politique industrielle française en électronique ?

Abstract

[eng] Nationalisation of french main poles of electronic industry means a discontinuance in the established procedures of governmental interventions. From 1958 to 1974, those intervenings underestimates the coming along growth of data processing industry and scorned consumer electronics. Those fields were forsaked until national independance was threatened. From 1974, firms were urged to develop "set apart" technologies suche as communications equipments (radar, data-switching, broadcast) rather than "scattered abroad" technologies (PABX, consumer electronics, dictation or copying equipment). After the nationalisations, state interventions are aggregate. They allow state enterprises to avoid the restraint of the french dull stock-market. Besides, they open on the previous deleted operations based on scattered abroad technologies. [fre] Les nationalisations des principaux pôles de l'électronique française (Thomson-Brandt, CGE, CII-HB, St Gobain) établissent une rupture dans les formes d'intervention de l'Etat dans ce secteur. De 1958 à 1974 environ, les politiques industrielles restèrent incitatives. Elles sous-estimèrent l'avenir de l'informatique et délaissèrent l'électronique grand public. Depuis 1974, l'intervention devient plus directe. Elle se caractérise par la modification de l'organigramme des firmes du secteur dans des domaines d'activité privilégiés (téléphonie et systèmes d'armes). Avec les nationalisations l'intervention devient plus globale et s'efforce de desserer la contrainte financière qui pesait sur les groupes français du fait de l'atonie chronique du marché financier.
