La Lorraine face à la crise sidérurgique

Abstract

[fre] La part de la France dans la production mondiale d'acier brut a été divisée par trois en vingt- cinq ans, et la productivité y reste nettement inférieure à celle des pays voisins, malgré d'importants efforts d'investissement qui entrainent des charges financières trop lourdes dans une période où l'activité est faible. Dans ce contexte défavorable, les projets de ce secteur ont dû être révisés en baisse, tant vis-à-vis des installations que des effectifs. La Lorraine, première région sidérurgique française par son ancienneté et son importance souffre particulièrement de la situation actuelle. La concentration des implantations et la structure assez particulière des effectifs employés rendent cette reconversion plus délicate, d'autant plus que l'économie régionale est assez fortement dépendante de ce secteur amont de la chaine de production. [eng] Lorraine and the Steel Crisis - In twenty-five year's time, French contributions to world raw steel production have declined by one third. Productivity remains markedly under that of neighbouring nations, in spite of the important investment efforts that led to overspending in a time of little activity. In this unfavorable context, steel sector projects have had to be revised, both in the area of installation planning as well as that of the labour force. Lorraine is the most important steel producing region in France, both by its production and by its traditional local development. This province has suffered particularly in the present situation. The concentration of physical plants and the rather specialized structure of the manpower pose serious reconversion problems. This is so much more so the case as the regional economy of Lorraine in still greatly dependent upon this stage of steel production. [spa] Lorena ante la crisis siderurgica - La participación de Francia en la producción mundial de acero en bruto se dividio por tres en veinticinco anos y su productividad permanece netamente inferior a la de los paises vecinos a pesar de importantes esfuerzos de inversion que acarrean cargas financieras demasiado pesadas en un periodo durante el cual la actividad se verifica baja. Dentro de ese contexto adverso, fué menester revisar los proyectos de este sector, tanto con relation a instalaciones como respecto a numéro de trabajadores. Lorena, primera region siderurgica francesa por su antiguedad e importancia se vé especialmente afectada por la actual situación. La concentration de las implantaciones y la estructura algo peculiar del número de personas empleadas ponen trabas a la reconversion tanto mas delicada que la economía regional es todavia sumamente dependiente de este sector en cabeza de la cadena de producción.
