[fre] Dans le cadre de l’élargissement de l’Union européenne de 2004 et de 2007, la France , comme la plupart des « anciens » États membres, n’a ouvert que progressivement son marché du travail aux ressortissants des nouveaux États membres (NEM . La politique migratoire vis-à-vis des NEM s’est initialement orientée vers une politique fondée sur les besoins de main-d’œuvre de l’économie française. L’ouverture du marché du travail français s’est appuyée sur une liste de métiers pour lesquels des difficultés de recrutement durables étaient observées. D’après les premières évaluations, elle s’est accompagnée d'une hausse limitée des flux migratoires entrants, majoritairement à des niveaux de qualification intermédiaires. Plus récemment, les flux pourraient s’être accrus davantage suite à l’ouverture totale du marché du travail aux pays ayant adhéré en 2004. [eng] In response to the European Union (EU) enlargement of 2004 and 2007, France, like most of the “ old ” Member States, has only gradually opened its labor market to citizens of the New Member States (NMSs). France initially based its migration policy toward the NMSs on the labor market needs of its domestic economy. The labor-market opening was guided by a list of occupations in which France has experienced chronic workforce shortages. Initial assessments show that the opening has involved a limited increase in inward migration flows, mostly at intermediate skill levels. The flows may have intensified more recently after the total opening of the labor market to countries that joined the EU in 2004.
