[eng] An Economic Valuation of the Morbidity Benefits Induced by an Improvement in Air Quality . by Anne Rozan . From the public decision-maker's point of view, a policy combating air pollution is justified if the benefits generated are greater than the costs. Most studies value the benefits of improved air quality in terms of avoided health costs, thus disregarding annoyance and self-treatment. Our study offers an estimation of morbidity benefits using the contingent valuation method. Not only does morbidity affect the whole population, but it is also the most frequent health effect of air pollution. However, a cost-based method underestimates these benefits. The study was conducted on a representative sample of the residents of Strasbourg. [fre] Du point de vue du décideur public, une politique de lutte contre la pollution atmosphérique se justifie si les bénéfices engendrés sont supérieurs aux coûts. La plupart des études évalue les bénéfices d'une amélioration de la qualité de l'air en termes de coûts sanitaires évités, négligeant ainsi la gêne et l'automédication. Notre étude propose une estimation, par la méthode d'évaluation contingente, des bénéfices de morbidité bénigne. Non seulement la morbidité bénigne affecte l'ensemble de la population, mais c'est aussi l'effet sanitaire le plus fréquent de la pollution atmosphérique. Enfin, dans le cas de la morbidité bénigne, la méthode basée sur les coûts évités sous-é value les bénéfices. L'étude a été menée auprès d'un échantillon représentatif de la population habitant Strasbourg.
