Abstract

[fre] La persistance dans la pauvreté et son évolution par Éric Maurin et Christine Chambaz . La population des ménages situés sous la demi-médiane des revenus par unité de consommation se renouvelle environ de moitié chaque année. En France, comme dans beaucoup d'autres pays industrialisés, la pauvreté apparaît ainsi comme un phénomène souvent transitoire, particulièrement lorsque la croissance économique est soutenue. Au-delà du constat statistique, l'étude justifie la pertinence de mesures synthétiques de la pauvreté prenant en compte, à chaque date, les risques qu'ont les ménages non-pauvres de tomber dans la pauvreté et les chances qu'ont les ménages pauvres d'en sortir. Mobilisant une base de données originale, issue des enquêtes que mène chaque année l'Insee auprès d'échantillons glissants de ménages, nous calculons et analysons les mesures de la pauvreté suggérées par la réflexion théorique. We use an original data base derived from annual INSEE surveys of rotating household samples to calculate and analyze the poverty measures suggested by theoretical studies.
