[fre] La complexité en question : les prestations familiales sont-elles simplifiables ? . par Cédric Afsa . Les prestations familiales sont d'une rare complexité. Dotées de multiples objectifs, elles ont des impacts, pas toujours aisément repérables, sur des domaines éloignés du fait familial. Par ailleurs, leur nombre, leurs règles d'attribution et de calcul, opaques à force de foisonnement, rendent le système illisible. Les familles ne le comprennent plus, ce qui risque à terme d'avoir des effets dévastateurs sur la cohésion sociale. Il est donc impératif de le simplifier. En même temps, l'idéal d'un système de prestations qui soit d'une extrême simplicité et à caractère purement familial, non seulement est illusoire, mais aussi dangereux car il perturberait profondément l'efficacité, l'équité et la cohérence de la politique sociale. C'est donc sur une voie moyenne qu'il faut s'engager, réformer le système en en gommant la complication pour rendre visibles et lisibles ses diverses composantes et leurs modes d'articulation. With their many objectives, they do not always have easily identifiable effects on aspects detached from the family domain. Moreover, their number and obscure allocation and calculation rules due to their abundance mean that the system is not easy to comprehend. The fact that families do not understand it could eventually have devastating effects on social cohesion. It is therefore crucial that it be simplified. At the same time, the ideal of an extremely simple and purely family-oriented benefit system is not only a pipedream, but also dangerous as it would seriously disrupt the efficiency, equity and unity of the welfare policy. A middle ground therefore needs to be found in a system reform that eliminates its complexity to make its different components and the links between them visible and legible.
