Abstract

[fre] La soutenabilité de la politique budgétaire, . par Eric Jondeau.. . L'hypothèse de soutenabilité de la politique budgétaire française, qui correspond à l'existence d'une relation de long terme entre recettes et dépenses, est d'abord testée et rejetée. Ceci serait dû à une modification du comportement du gouvernement au cours de la période 1965-1990. La dynamique de court terme est analysée dans le cadre de la théorie du lissage des impôts, qui induit une relation de causalité, au sens de Granger, des recettes vers les dépenses. On retrouve alors une interprétation correspondant à un comportement rationnel de la part du gouvernement. [eng] The Sustainability of Budget Policy, . by Eric Jondeau.. . The hypothesis of the sustainability of French budget policy, according to which there is a long-term relationship between receipts and expenses, is tested and rejected. The reason for this is probably the change in the government's behaviour over the 1965-1990 period. Short-term dynamics are analyzed using the tax smoothing theory, inducing a relationship of causality of receipts to expenses in the Granger sense. The interpretation that comes to light from this is that of rational behaviour on the part of the government. [spa] Sostenabilidad de la política presupuestaria, . por Eric Jondeau.. . En el presente artículo se analiza y se rechaza en primer lugar la hipótesis de la sostenabilidad de la política presupuestaria francesa, que corresponde a la existencia de una relación de largo plazo entre los gastos y los ingresos. Esto parece deberse a una modificación del comportamiento del gobierno durante el período comprendido entre 1965 y 1990. La dinámica de corto plazo se analiza dentro del marco de la teoría del alisado de los impuestos, que induce una relación de causalidad, según el signifïcado de Granger, entre los ingresos y los gastos. De esta forma se deduce una interprétación que corresponde a un comportamiento racional por parte del gobierno. [ger] Die Vertretbarkeit der Haushaltspolitik, . von Eric Jondeau.. . Die Hypothese der Vertretbarkeit der französischen Haushaltspolitik, die dem Vorhandensein einer langfristigen Beziehung zwischen Einnahmen und Ausgaben entspricht, wird zunächst getestet und danach verworfen. Zurückzuführen sei dies auf eine Änderung im Verhalten der französischen Regierung während des Zeitraums 1965-1990. Die kurzfristige Dynamik wird im Rahmen der Théorie der Steuerglättung analysiert, die auf einen kausalen Zusammenhang zwischen Einnahmen und Ausgaben im Sinne von Granger schließen laßt. Man gelangt dann zu einer Interpretation, die einem rationalen Verhalten seitens der Regierung entspricht.
