[fre] Une évaluation de la loi du 10 août 1981 relative au prix du Livre, par François Ecalle.. . Jusqu'à la fin de 1981, les commerçants ont été libres de fixer eux- mêmes le prix de vente au public des livres. La loi du 10 août 198 1 les a ensuite obligés à pratiquer le même « prix unique » déterminé par l'éditeur de l'ouvrage concerné. Cette loi avait pour objectif intermédiaire le maintien d'un réseau suffisamment dense de librairies traditionnelles, auparavant menacées par les grandes surfaces, et pour objectifs finals le développement des achats de livres et la production d'ouvrages de grande qualité. . . Le raisonnement économique justifiant cette réglementation et les résultats effectivement obtenus sont analysés dans cette étude. Malgré les insuffisances, et parfois les contradictions, des données statistiques quelques conclusions peuvent être tirées. La loi a entraîné une hausse des marges de la distribution et des prix de vente au public. Malgré le développement des services offerts par les commerçants, elle a apparemment aussi induit une réduction de la consommation touchant tous les livres quelle que soit leur qualité culturelle. Les libraires traditionnels n'ont au mieux gagné qu'un répit de deux ans sur la voie du déclin de leur part de marché. Les clubs de vente de livres ont sans doute été favorisés par un régime dérogatoire. [eng] An Assessment of the law of 10 August 198 1 on the Price of Books, by François Ecalle.. . Until end 1981, shopkeepers were free to fix themselves the public selling price of books. The law of 10 August 1981 then forced them to apply the same "single price" determined by the publishers of given works. The intermediary objective of this law was to maintain a sufficiently dense network of traditional bookshops —previously threatened by large stores — the final objective being to develop book purchases and favour the production of high quality works. . . The economic reasoning justifying this regulation and the results indeed obtained are analyzed in this study. Despite the insufficiencies, and sometimes the contradictions of the statistical data, some conclusions can be drawn. The law has led to a rise in distribution margins and public selling prices. Despite the development of the services offered by shopkeepers, it has apparently also led to a reduction in consumption affecting all books regardless of their cultural quality. Traditional bookshops have at the very best only gained two years of respite in the decline of their market shares. Book clubs have doubtlessly been favoured by dispensatory measures.
