Abstract
[eng] Imvs: a tool for the macroeconomic analysis . of sectoral policies, . by Dominique Bureau and Béatrice Laury.. . Macroeconomic considerations such as employment or the trade balance must always be taken into account when analysing public projects and sectoral policies. However, mersly quantifying the corresponding effects is a difficult process which the Imvs is designed to clarify at a lower cost than the development of specific models. First of all, the operating principles of this type of tool are described, based on the study of a theoretical case which illustrates the possibilities of using the elementary multipliers of a traditional macroeconomic model for this purpose. A summary application to the analysis of export aids is then presented to illustrate the approach the user should adopt. La prise en compte de considérations macro-économiques telles que l'emploi ou le solde extérieur est une donnée permanente de l'analyse des projets publics et des politiques sectorielles. Pourtant, la seule quantification des effets correspondants est un exercice difficile que la construction d'Imvs a pour objectif de rendre plus transparent et moins coûteux que la construction de modèles spécifiques. Ce sont donc les principes de fonctionnement d'un tel outil qui sont exposés en premier lieu. Ceci est réalisé à partir de l'étude d'un cas d'école permettant d'expliciter les possibilités d'utiliser à cette fin les multiplicateurs élémentaires d'un modèle macro-économique traditionnel. Une application sommaire à l'analyse des aides aux exportations est alors présentée pour illustrer la démarche à suivre par l'utilisateur.
