Abstract

[fre] Le problème essentiel pour la Grande-Bretagne, devenue nation débitrice, est de développer un large courant d'exportations grâce auxquelles sera assuré le financement de ses importations en produits alimentaires et en matières premières, ainsi que la liquidation des soldes sterling détenus par ses créanciers étrangers. . Les prêts américain ($ 3.750 millions) et canadien ($ 1.250 millions), bien qu' entraînant certaines sujétions permettront à la Grande-Bretagne d'assurer, pendant la période de « reconversion » un ravitaillement normal de sa population et un rééquipement des industries-clés (houillères, aciéries...). . Mais la « reconversion » se heurte néanmoins à deux obstacles importants : le manque de main-d'œuvre et la diminution de la production charbonnière par rapport à la période d'avant-guerre. . Grâce à la mise en application de la politique de « plein emploi », du programme de nationalisation des houillères (Coal Act de Juillet 1946) et d'un vaste plan de réorganisation des industries sidérurgiques (dont la nationalisation est en projet), le Gouvernement espère pouvoir surmonter ce double obstacle.
