Abstract
In lucrare prezint importanta pentru societate a administrarii prin colectare, transport, depozitare si neutralizare a deseurilor medicale periculoase, avand in vedere si contextul actual al pandemiei. Romania nu a avut o traditie in domeniul colectarii deseurilor medicale netoxice/ sau toxice, mai ales ca sistemul sau sanitar era redus. Concomitent cu dezvoltarea infrastructuri medicale ( spitale de stat si private, cabinete private, medici de familie, cabinete medicale din scoli si universitatii), administratia publica prin Ministerul Sanatatii a trebuit obiectiv sa solutioneze legislativ si prin norme de aplicare cantitatile in crestere de materiale sanitare periculoase, a modului de manipulare, colectare selectiva, depozitare, transport, raportare si neutralizare. Obiective: Deseurile medicale periculoase si gestionarea acestora reprezinta una din problemele majore ale politicii strategice de sanatate publica care este reglementata atat la nivel national, cat si la nivel UE. Se au in vedere consecintele posibil dezastruoase asupra sanatatii populatiei si afectarea mediului. Studii prealabile: Utilizarea sondajelor care au fost realizate pana in prezent, a rapoartelor, a datelor statistice de la nivel national si european. Abordare: Administrarea deseurilor medicale impune proceduri, chiar standarde obligatorii legiferate de factorul politic pentru protejarea populatiei si a mediului. S-a impus crearea unor organisme de studii si cercetari care sa elaboreze periodic situatiile din sistemul medical national, sa elaboreze propuneri pentru rezolvarea urgenta a crizelor care pot aparea in sistemul medical, cum este actuala pandemie de COVID-19, organisme de control a modului de implementare si control a masurilor adoptate si mai ales, asigurarea finantarii lor. Rezultate: Inventarierea masurilor legislative care au fost luate si ce masuri se mai impun avand in vedere situatia actuala cat si efectele economice pe termen mediu si lung. Implicatii: Pandemia cu noul coronavirus a scos in evidenta lipsurile materiale si a resurselor umane de specialitate din sistemul medical, sistemele de management cu functionare ineficienta, legislatia incompleta, necesitatea actualizarii si modernizarii raportarilor de cazuistici, posibilitatile de adaptare la situatiile de criza in sistemul medical national etc. S-a constatat ca, din lipsa de cadre de specialitate la nivel politic si profesional, s-au adoptat masuri provizorii cu consecinte nefaste, cand unele unitatii sanitare publice, nespecializate au fost obligate sa preia cazurile de persoane afectate de noul coronavirus. Valoare: Consecintele sanitare, economice, sociale, politice asupra populatiei cu o posibila repetitivitate impugn o abordare detaliata de catre factorii de decizie pentru prevenirea, combaterea si diminuarea efectelor.
