Cum influenteaza fenomenul imigratiei ilegale sistemul de guvernanta al oraselor din perspectiva Institutiilor politienesti

Abstract

Scopul acestui articol este de a analiza eficienta procesului de gestionare al imigrantilor ilegali prin institutiile politienesti din Bucuresti si efectele acestui fenomen asupra guvernantei urbane. Bucurestiul reprezinta un important centru de tranzit pe traseul imigrantilor ilegali dinspre Est spre Vestul Europei. Prima parte a analizei cuprinde fluxul de gestiune al documentelor si persoanelor in functie de ce instituie a efectuat depistarea si relatiile interinstitutionale create. A doua parte cuprinde o analiza a modului de viata efectiva a persoanelor depistate ilegal, avand in vedere mai multi factori sociali: locul unde vor fi cazati, decizia de a ramane in Romania sau de a pleca in Vestul Europei, introducerea copiilor in sistemul de invatamant, angajarea, cunoasterea limbii, existenta unor membrii de familie pe teritoriul Romaniei anterior sosirii lor. Totodata analiza va urmari si factorii ce influenteaza nivelul de trai al acestora si impactul imigrantilor asupra comunitatilor din oras. Imigratia ilegala are un circuit birocratic specific ce incepe prin depistarea imigrantilor pe teritoriul Romaniei si se finalizeaza fie prin acordarea unei forme de protectie, fie prin returnarea in tara de origine, iar evolutia volumului si originii valului migrationist creeaza implicatii puternice la nivelul practicienilor care se confrunta direct cu problemele, pana la nivelul legislativ sau cel care reglementeaza din punct de vedere juridic starea nou creata. Imaginea clara asupra etapelor si modului de gestiune al imigrantilor depistati pe teritoriul Romaniei fara a avea drept de sedere legal si care nu fac dovada intrarii legale pe teriotriul Romaniei va crea tocmai acea punte de legatura intre practicieni si teoreticieni fiind des intalnita situatia in care modificarile legislative se petrec fara a fi macar intrebati cei care pun efectiv in practica legisltia despre eficientizarea masurilor ce se vor transpune legislativ.
