Parteneriatul pentru inovare – o noua procedura de achizitie in sprijinul cresterii eco-eficiente a mediului urban

Abstract

Cercetarea, inovarea, inovarea socială și nu în ultimul rând eco-inovarea sunt considerate în zilele noastre motoarele dezvoltării unei economii sustenabile. Tocmai de aceea, obiectivele strategice ale Europa 2020 sunt centrate pe o creștere ecologică și inteligentă. Prin adoptarea noilor directive europene în domeniul achizițiilor publice în 2014, ale căror prevederi au fost transpuse în legislația românească în mai 2016, Uniunea Europeană a creat cadrul juridic necesar stimulării autorităților publice în achiziționarea de produse, servicii, lucrări inovatoare. Prezentul articol își propune realizarea unei analize empirice asupra beneficiilor ce pot fi aduse prin aplicarea de către autoritatea contractantă a procedurii - parteneriatul pentru inovare atunci când dorește modernizarea infrastructurii specifice unui oraș inteligent.
