Concepte esentiale ale managementului strategic in sectorul public

Abstract

Administratia publica a fost prea putin preocupata de aspectele strategice ale activitatii sale; tratarea cetateanului ca subiect al administrarii s-a incadrat intr-o viziune mai larga ce percepea rolul serviciului public ca o aplicare mecanica a ordinelor politicienilor ce erau singurii abilitati sa dezvolte politici si strategii. Stabilirea unor obiective si scopuri clare reprezinta un proces extrem de dificil in cazul sectorului public iar in acest context construirea unor strategii poate parea un efort lipsit de orice finalitate; totusi, dezbaterea referitoare la imprecizia obiectivelor este mult mai complexa si poate fi extinsa si la sectorul privat, in cazul caruia unii autori argumenteaza ca obiectivul principal traditional referitor la profit poate fi inlocuit din locul central pe care il ocupa cu obiective de tipul responsabilitatii fata de actionari, supravietuirea pe termen lung, realizarea unui consens negociat intre participanti. Configurarea functiilor manageriale, intr-o acceptiune strategica, in sectorul public, se dovedeste un proces complex care implica numerosi actori si necesita armonizarea unor prioritati asimetrice care trebuie sa fie sustinute intr-un climat de colaborare in care consensul este necesar dar foarte greu de obtinut.
