E-guvernarea in municipiile Romaniei

Abstract

Analiza de fata si-a propus sa radiografieze starea web site-urilor oficiale ale tuturor municipalitatilor din Romania. Bineinteles ca existenta unor platforme web bine intretinute nu inseamna ca ele sunt si folosite de cetateni sau de mediul de afaceri. Noile metode de administrare nu necesita doar solutii inovative, dar si cetateni inteligenti (Stoica, 2009). Pe viitor, analiza se va transforma in una longitudinala, interesul fiind de a o repeta cu regularitate la intervale de timp egale (doi ani) si de a observa schimbarile survenite si cauzele care au condus la acestea. Inainte sa trecem mai departe, trebuie sa mentionez ca, desi este a doua astfel de analiza, nu am avut intentia sa prezint in dinamica evolutia/involutia scorurilor obtinute de municipii, deoarece aceste date vor fi relevante abia dupa inca doua-trei studii. In completarea acestui studiu s-a realizat un chestionar destinat cetatenilor, prin care incerc sa trasez coordonatele unei pagini Web, care sa corespunda cerintelor legislative, tehnice si de design, necesara unei primarii din Romania (urmarind evident specificul fiecarui municipiu, precum si practicile internationale). De asemenea, consider ca un element important este si bugetul de care dispune primaria pentru departamentul/directia IT. In acest sens, am trimis in lunile noiembrie si decembrie 2011 mailuri catre toate municipiile din tara, solicitand aceste informatii. Din pacate, doar 26 (din 103) au raspuns mailului, nereusind astfel sa colectez suficiente date pentru a realiza o corelatie relevanta. Intentia insa nu se pierde, sperand ca pe viitor interesul din partea oficialitatilor spre a se deschide cetatenilor sa fie din ce in ce mai mare.
