Calitatea serviciului de transport public. Comparatie intre Bucuresti si alte 21 de zone metropolitane

Abstract

Analiza realizata are ca obiectiv principal gasirea unor solutii viabile in vederea imbunatatirii calitatii prestarii serviciului de transport public prin realizarea unei analize comparative intre Bucuresti si cele 21 de zone metropolitane, acestea fiind: Atena, Barcelona, Berlin-Brandenburg, Bilbao, Birmingham-West Midlands, Bruxelles, Dublin, Frankfurt Rhein Main, Helsinki, Lisabona, Londra, Madrid, Manchester, Paris-Ile de France, Praga, Sevilla, Stockholm, Valencia, Viena-Austria de Est, Varsovia si Zürich. Aceasta nu este o sarcina usoara, fiindca sunt intampinate o serie de dificultati metodologice precum: a) definirea indicatorilor care nu sunt aceiasi in multe orase sau tari; b) datele disponibile sunt foarte eterogene, in functie de tara, iar cateodata chiar si intre orase din aceeasi tara; c) chiar si atunci cand datele exista, e putin probabil ca o singura organizatie sa le detina in totalitate. In consecinta, colectarea acestora necesita un mare volum de munca; d) compararea datelor este o activitate dificila deoarece necesita contexte comparabile. Aceasta ridica problema definirii unor teritorii pertinente pentru comparare. De exemplu, orasul Berlin (3,6 milioane locuitori pe o suprafata de 890 km2) intr-adevar nu poate fi comparat cu orasul Paris (2,1 milioane locuitori pe 105 km2), ci mai degraba cu orasul Paris impreuna cu primul sau inel de suburbii (6,1 milioane locuitori pe o suprafata de 760 km2). Aceasta inseamna ca, la analiza datelor, trebuie sa se tina cont, cu multa atentie, de realitatea geografica, institutionala si umana care se afla dincolo de numele teritoriilor, astfel incat sa se poata trage un anumit tip de concluzii.
