Abstract

Si, en 1866, DOSTOIEVSKI avait, s’il pouvait prévoir l’ampleur de l’injustice et l’étendue de l’impunité en 2006, le titre de son ouvrage aurait été : « Crimes sans Châtiments ». Le choix du theme proposé démontre le souci de l’observateur, lucide, sagace, serein et affligé, de cristalliser le probleme, et de le fixer. C’est le moment de prendre conscience, de reconnaître que des collectivités humaines, des nations, des ethnies séculaires, ont subi et subissent des cruautés indescriptibles, des tyrannies injustes, des spoliations iniques, des déportations despotiques
