Certaines considérations relatives aux autorités publiques centrales

Abstract

La Constitution de la Roumanie dans le Titre III désigne les autorités publiques en général, le Parlement (Ier chapitre), le Président de la Roumanie (chapitre II), le Gouvernement (chapitre III), l’Administration Publique (chapitre V), l’Autorité judiciaire (chapitre VI). En analysant le contenu du titre III, autant du point de vue formel, que du point de vue matériel on peut distinguer que l’activité d’administration publique est déroulée par le Gouvernement, les ministeres, autres organes centraux de spécialité, le préfet, les organes locaux de spécialité subordonnés aux ministeres, le conseil départemental, le conseil local, le maire. Dans un sens restreint, l’administration publique est exercée par le Gouvernement, l’administration publique centrale de spécialité (ministeres, autres organes de spécialité subordonnées au Gouvernement ou aux ministeres, autorités administratives autonomes), l’administration publique locale (conseils locaux dans les communes et les villes, maires élus, conseils départementaux, préfet).
