La formación del mercado laboral para el sector minero (La Experiencia de Huancavelica, Perú, 1950 - 1978)

Abstract

Una de las caracteristicas del proceso económico peruano que aún atrae el interes de los analistas y sobre el cual no existe una explicación satisfacto- ria se refiere a la muy tardia formación de un mercado libre de la fuerza de trabajo y a la naturaleza de las dificultades que acompañó a ese proceso. Di- cho en otras palabras, el problema planteado es la resistencia ofrecida por las estructuras tradicionales a una dislocación más temprana que permitiera que las unidades domésticas perdieran el control y el acceso a recursos estratégi- cos como la tierra y el ganado. Pero, además, cuando este mercado termina por formarse y cuando el campesino migrante se instala en las plantaciones azucareras de la costa peruana o en los campamentos mineros de las serranías andinas, las pautas y los resultados de la transición son distintos de aquellas experiencias clásicas de desarrollo’ capitalista.
