Equidad y Empresas Públicas: Reflexiones Frente a los Casos de Brasil y Perú

Abstract

. Uno podría suponer que las desigualdades se presentan con mayor intensidad en economías basadas en empresas privadas y que la participación de entidades estatales en empresas productivas, instituciones bancarias y servicios públicos debiera haberlas disminuido. El propósito de este artículo es investigar, a través del análisis de los casos de Brasil y Perú, las formas en que las empresas y entidades financieras del Estado pueden haber contribuido a aumentar la desigualdad. ¿Conlleva alguna diferencia significativa para la equidad el hecho de que las empresas esten en manos privadas o del Estado? Ambos países experimentaron cambios drásticos en la orientación de sus regímenes en 1964 y 1968 respectivamente: en cada uno de ellos la participación del Estado en la economía se aceleró, pero las desigualdades persistieron o se agradaron.
