Getting the Water Prices Right Using an Incentive-based Approach: An Application of a Choice Experiment in Khorezm, Uzbekistan

Abstract

Cet article a pour but de déterminer si la tarification de l'eau peut être élaborée en regroupant les services d’approvisionnement d’eau et les autres services communautaires afin d’augmenter le consentement des agriculteurs à payer pour l’eau. En appliquant une méthode d'expérimentation des choix dans la région de Khorezm en Ouzbékistan, nous nous demandons s’il serait possible d’utiliser une partie des redevances d’eau perçues par l’Association des Usagers de l'Eau pour générer des avantages socio-économiques pour ses adhérents: Cela pourrait alors inciter les utilisateurs à payer plus pour l'eau qu’ils consomment. Ces autres services comprennent la fourniture de microcrédit, l'entretien des centres de santé et des écoles, des programmes de formation communautaires ainsi que l’entretien des infrastructures d’irrigation et des systèmes d’évacuation. Les résultats indiquent que le groupage de différents services produisant des bénéfices individuels et collectifs peut augmenter la volonté de l'agriculteur à payer pour l'eau, par rapport aux scénarios où un tel groupage n’est pas effectué. Nos résultats révèlent également que les préférences des différents types d’agriculteurs varient: les riziculteurs sont susceptibles de payer plus pour l'eau en général, tandis que les agriculteurs dont les revenus sont inférieurs privilégient plutôt les services de santé.
