L’impact de la distance et de l’intégration sur le commerce d’une région ultrapériphérique d’Europe: l’île de La Réunion

Abstract

This article aims at analyzing the trade structure of La Reunion (exports and imports of products, HS6 digit level) over the period 1989–2008. First, we determined several indicators of geographic trade intensity, comparative advantage and openness. These later revealed that, in spite of significant trade costs, La Reunion succeeded in diversifying its trade partners even if France still remains the major one. Second, we estimated by the Poisson Pseudo-Maximum Likelihood and the Zero Inflated Poisson methods a gravity model of the panel consisting of La Reunion's yearly bilateral trade data with its trading partners. Then, the usual findings that are the importance of the colonial heritage, the distance and the GDP of La Reunion and of the trading partners are supported. Furthermore, we put forward the negative impact of the regional integration processes initiated by the European bloc (The European Union enlargement, the regional trade agreements with ACP countries) on the exports of La Reunion.Nous proposons dans cet article une analyse du commerce de l’Ile de La Réunion à un niveau de détail inédit (HS6) sur la période 1989–2008. Les indicateurs d’intensité géographique, d’avantages comparatifs et d’ouverture indiquent que La Réunion a diversifié ses partenaires commerciaux sur la période récente, que les liens économiques régionaux qui l’unissent à la France sont toujours forts, malgré des coûts commerciaux élevés. Cette relation régionale forte est révélée par une équation de gravité qui met en exergue la significativité des liens coloniaux passés. Les estimations des équations pour les exportations et les importations par les méthodes PPML (Poisson Pseudo-Maximum Likelihood) et ZIP (Zero Inflated Poisson) confirment l’impact négatif de la distance sur les échanges ainsi que les effets positifs des PIB de La Réunion et de ses partenaires. De plus, des estimations complémentaires ont permis de montrer que, d’un côté l’intégration européenne à 15 puis à 27, de l’autre la signature d’accords régionaux par l’Europe, ont impacté négativement les exportations de La Réunion.
