Illusions and Disillusions with Poverty Reduction Strategies: Growth, Crisis and the MDGs in Bolivia, Honduras and Nicaragua

Abstract

Les Documents de Stratégie de Réduction de la Pauvreté prévoient, dans l’ensemble, peu de dispositions pour faire face à l’instabilité économique et prêtent peu attention aux options macro-économiques, en échelonnant les dépenses publiques de réduction de la pauvreté à la hausse. À l’aide de modèles d’équilibre général, cet article évalue ces options dans les cas de la Bolivie, du Honduras et du Nicaragua, en rendant compte de l’impact de la crise économique mondiale. L’analyse montre que non seulement la crise crée des entraves sérieuses à la réalisation des objectifs de réduction de la pauvreté et autres OMDs, mais qu’elle augmente sensiblement le coût des stratégies permettant de réaliser ces objectifs. Étant données les contraintes locales de financement, une aide au développement supplémentaire, non créatrice de dettes, sera nécessaire pour financer les stratégies et éviter une augmentation insurmontable de la dette publique dans les trois pays. Ce constat est préoccupant eu égard à la dépendance existante de ces pays à l’aide internationale et leurs relations complexes avec les donateurs. Réduire cette dépendance ne sera probablement possible qu’à moyen terme et nécessitera un meilleur alignement des politiques macro-économiques sur les objectifs de développement à long terme.
