An Intercultural Approach for the Assessment of New Biotechnologies

Abstract

Biotechnologies are assessed on technical grounds with a focus on biosafety, which may include a limited consideration of potential impacts on biodiversity. Novel biotechnologies imply broad and significant potential social, economic, and cultural implications. The UN Convention on Biological Diversity (CBD) has recognized (2018) the central role that indigenous and local communities play in the conservation and sustainable use of biological diversity. ETC Group and partners developed with indigenous and local communities in Chile and Mexico a participatory approach to technology assessment for debating new biotechnologies and translating the perspectives of such actors into meaningful language for the conservation and sustainable use of biological diversity among formal governance entities such as CBD. This article provides the context of the project, its methodological rationale and design, and its conclusions and recommendations.
