Evaluación de una propuesta de sistema de pensiones multipilar para Perú

Abstract

El objetivo del presente trabajo es estudiar los efectos fiscales y distributivosde la implementación de un sistema multipilar en el sistema de pensionesperuano. En este nuevo sistema, una parte de las contribuciones de los afiliadosva a un fondo de solidaridad para financiar pensiones mínimas y otra partea sus cuentas de capitalización individual. Se usan muestras de las bases deregistros administrativos del sistema privado y público a diciembre de 2013para simular la deuda actuarial y las distribuciones de pensiones futuras.Se estudian los efectos en la deuda actuarial, la desigualdad de pensionesy el nivel de bienestar general de los afiliados con el objeto de ilustrarlos diferentes trade-offs que están presentes en la reforma de pensiones.Asimismo, la incorporación de juicios normativos en la evaluación del bienestarpermite establecer que, incluso bajo el supuesto extremo de neutralidad a ladesigualdad, un sistema multipilar es mejor que el sistema actual.
