América Latina de cara al nuevo milenio: perspectivas para el desarrollo sostenible

Abstract

Luego de la década perdida de los años ochenta, 1990 se ha convertido en la "década de la esperanza" para América Latina. Una vigorosa transformación económica ha reducido el papel del Estado y le ha devuelto al sector privado, el lugar que le corresponde como motor de desarrollo. Al mismo tiempo, no se ha logrado revertir las serias tendencias de degradación ambiental en la región. Este artículo explora las relaciones entre el medio ambiente y el desarrollo, y demuestra que un medio ambiente sano es el principal cimiento del desarrollo a largo plazo. Además, y dado que las ventajas comparativas de la región están basadas en sus características ambientales, el medio ambiente representa la mejor oportunidad para construir sociedades prósperas. El advenimiento del tercer milenio parece ser el momento adecuado para implementar estos modelos de desarrollo.
