El Estado regulador en el Perú

Abstract

Durante el gobierno de Alberto Fujimori se han dado cambios significativos en las instituciones del Estado. ¿Cuál es el sentido de todos estos cambios? ¿Reflejan fundamentalmente una estrategia de consolidación en el poder por parte de Alberto Fujimori? ¿Son más bien el resultado de la estrategia de las clases económicas dominantes para explotar mejor los recursos nacionales? o ¿son instituciones que reflejan un proceso de democratización del Estado? La contribución a la exploración de estas preguntas se basa en un estudio acerca del cambio en las instituciones con intervención del Estado, en el área de los servicios públicos. El argumento es resumidamente el siguiente: aun cuando incompleto, el Estado regulador en los servicios públicos significa progreso democrático comparado con la institucionalidad anterior, basada en las empresas públicas.
