Premisas y antecedentes para la evaluación del proyecto del Plan Túpac Amaru

Abstract

Creemos que el defecto principal de las evaluaciones y sugerencias del Proyecto de Plan Túpac Amara que han aparecido en las últimas semanas en periódicos y revistas se debe al hecho que se le analiza in vacuo, es decir, sin enmarcarlo dentro de la estructura y dinámica socio-económicas, sin tomar en cuenta los grupos sociales y las fracciones de clase en colisión o coalición, cuyo poder relativo es a la vez reflejo del nivel y distribución de la riqueza y la propiedad. Es decir, se entra al detalle del Proyecto, sin establecer su "racionalidad" implícita con la dinámica del capitalismo periférico en el Perú. Nuestro objetivo en este borrador es, en consecuencia, revisar esquemáticamente el proceso político-social por el que ha atravesado el país desde que se inició el "proceso de modernización" en el Perú. Este proceder para evaluar en términos generales el Proyecto viene justificado, a nuestro entender, por un lado, porque "las opciones de las sociedades, entre diversas alternativas de modernización, dependen del período histórico en el cual dicho proceso se inicia" y, por el otro, porque la dinámica misma de tal proceso delimita las posibles alternativas que puedan presentarse en la actualidad.
