Les pauvres ont-ils réellement profité de la croissance au Sénégal de 1994 à 2006?

Abstract

Ce papier étudie la croissance pro-pauvres au Sénégal en utilisant la première et la deuxième Enquêtes Sénégalaises Auprès des Ménages (ESAM I et ESAM II) et l’Enquête de Suivi de la Pauvreté au Sénégal (ESPS). Les analyses sont faites à partir de quatre outils de mesure de croissance pro-pauvres à savoir la courbe d’incidence de la croissance (CIC), le taux de croissance pro-pauvres (TCPP), l’indice de la croissance pro-pauvres (ICPP) et le taux de croissance équivalent à la pauvreté (TCEP). Nous trouvons que la croissance a été pro-pauvres absolue et non pro-pauvres relative au Sénégal de 1994 à 2005, c'est-à-dire une croissance pro-pauvres accompagnée d’une hausse des inégalités. Nos résultats sont robustes à l’utilisation des quatre outils considérés. This paper studies pro-poor growth in Senegal using the first and second Senegalese Household Surveys (ESAM I and ESAM II) and the Survey of Poverty Monitoring in Senegal (ESPS). The analysis was carried out using four tools for measuring pro-poor growth: the incidence of growth curve, the rate of pro-poor growth, the index of pro-poor growth and growth rate equivalent to poverty. We find that growth was absolute pro-poor and not relative pro-poor in Senegal from 1994 to 2005, i.e., a pro-poor growth accompanied by increased inequality. Our results are robust to the use of the four tools considered.
