La «malédiction des ressources» et la croissance: l'expérience de l'Afrique sub-saharienne

Abstract

Dans cet article, nous proposons une revue succincte de la vaste littérature sur les effets de l’abondance des ressources naturelles sur le développement économique. Nous analysons les différentes explications proposées dans la littérature économique visant à expliquer la malédiction des ressources avec un accent particulier sur le rôle des institutions. Nous examinons les mécanismes par lesquels l’abondance en ressources naturelles peut entraver la croissance. Nous trouvons que les spécificités méthodologiques dans la mesure de l'abondance en ressources, et dans les techniques économétriques utilisées ont un impact sur l’évaluation empirique de l’effet de l'abondance en ressources sur la croissance. In this paper, we provide a brief review of the vast literature on the effects of natural resource abundance on economic development. We analyze different explanations proposed in the literature to explain the resource curse with a particular emphasis on the role of institutions. We examine the mechanisms through which abundance in natural resources can hamper growth. We find that the methodological specificities in the measurement of resources abundance, and the econometric techniques used have an impact on the empirical evaluation of the effect of resource abundance on growth.
