The paper also highlights the importance of implementing quality management systems in the activity of central and local public administration. Local communities need to identify new tools and strategies like quality management ones in order to determine collaboration between citizens, institutions and representatives of different sectors of activity, in order to plan the future of the community. All these elements change both the nature of the problems at the local level and the way in which they are fixed.
