Belgium: federalising biotechnology regulation

Abstract

Belgium's implementation of EC Directive 90/220 on biotechnology has been delayed by conflicts over how the national state shall share authority with the regions. In this regionalisation process, officially known as ‘Federalisation’, Flanders enacted its own legislation for regulating GMOs but could not implement it, nor even assert much authority. Meanwhile a regulatory practice has been developed by the Belgian Competent Authority, a special unit in the Institute of Hygiene and Epidemiology (IHE). Copyright , Beech Tree Publishing.
