Policy for distribution of grants in New Russia in 1993–1994 by two funding agencies — the International Science Foundation and the Russian Foundation of Basic Research

Abstract

Independent funding agencies supporting basic scientific research are a new development in Russia. This paper is part of a project to analyse: the impact of the new funding policy on research; the distribution of funding; the impact of projects funded by the International Science Foundation and the Russian Foundation for Basic Research; and the level of collaboration between Russian and western scientists. Both agencies play a major role in research in Russia and are similar in their support of leading organisations. An important impact of grants for a researcher was additional support from local government The grant-holders were active in dissemination of the results of projects.
