Empirical test of a computer-based support system for the evaluation of research grant proposals

Abstract

The evaluation of research grant proposals is part of a decision-making process often qualified as ‘ill-structured’. In this situation decision-makers or assessors often use questionable strategies as a way to overcome their cognitive limitations. Based on theoretical foundations Decisions Support and Expert System technologies are proposed as solutions to correct biases that result from such strategies. Two experiments are described which were carried out during the adjudication process: they assess the distinctive contribution of computer-assisted evaluation. The advantages and disadvantages are discussed of decision-oriented technologies used as a decision aid and/or as a research tool. Some recommendations are proposed to the Research Fund Granting Agency. Copyright , Beech Tree Publishing.
