TEKES impact goals, logic model and evaluation of socio-economic effects

This article uses meta analysis and a meta logic model to summarize and explain those impacts which can be demonstrated by using existing results of evaluation studies concerning public research, development, and innovation (R&D&I) funding in Finland. The methodology for developing the detailed logic of impacts is based on additionality theory, the TEKES impact model, and a logic model of socio-economic effects. Findings are remarkable because in existing literature of logic models for R&D&I those links between parts of the model are incompletely explained scientifically in most cases. The approach to meta logic models and meta analysis in this paper, which could be duplicated for other countries, shows what can be explained by scientific foundations. The aim is also to review where the understanding of impacts of public funding for Finland is still missing or incomplete, and needs more research. Copyright , Beech Tree Publishing.
